The bearer of animals must be prepared to answer the following questions as defined by the ADA:
    • Is the dog a service required because of a disability?
    • What work or task has the dog been trained to perform?
  • Personal golf carts, Segways, ATVs, UTVs, regardless of disability.
    • Safety Rationale
High pedestrian density: The festival draws large crowds, including children, seniors, and individuals with limited mobility. Personal golf carts can obstruct walkways and increase the risk of accidents in tightly packed areas.
Limited visibility and maneuverability: Golf carts have low profiles and limited turning radii, making them harder to spot and navigate safely among foot traffic, especially during peak hours or nighttime events.
Emergency access interference: Unregulated personal vehicles can block emergency lanes or delay response times for medical or security personnel.
Liability and insurance concerns: Without standardized inspection or operator vetting, personal carts pose unpredictable risks that may not be covered under festival insurance policies.
